I haven't turned up anything else about the activities of the Falcon Associates, but falconry was gaining popularity in the U.S. beginning in the early 20th c. so imagine this was a gathering of a group of enthusiasts, perhaps from Wellington, KS? With the lyrics to "Guilty" ("If it's a crime then I'm guilty, guilty of loving you" printed on reverse.) Perhaps just the right sort of valentine for a certain sort of someone.
