A fun one--the unbreakability of which I have not tested, but it's definitely sturdy! I haven't turned up anything definitive about an Arthur M. Harris who was a frame maker, though I did find an Arthur M. Harris of Elmira, NY, 1850–1916, which could be right. A terrific folk art frame, whatever the case, now a mellowed gold, with Harris' excellent hand-lettered salesman's pitch still inside.
10 3/4" x 8 1/4" and in excellent condition. Film (original) rather than glass in the frame in front of the hand-painted advert.
